I would have him back, even if he did leave in a bad way. His best football for us was under Moyes and I think he learnt his lesson about the grass being greener.

Why not? For me, West Ham is currently no longer a club in the traditional sense - its a collection of individuals playing a game of football at a venue every so often.
On that basis, Arnie will make us more competitive and provide greater entertainment. That's all there is to it these days.

I'm guessing he's not flavour of the month in China (maybe ranked just above deep fried bat and pangolin stew*), otherwise he wouldn't be talking about coming back.
Which in turn suggests he wasn't doing too well before lockdown.
I think we may have seen the best of him.

On a greatly reduced contract I'd take him - he'd be a punt signing and his stock has fallen so should be offered compensation accordingly. 85k per week with appearance and goal contribution bonuses.
He'd still improve our options up front and plays in a way that is effective for Moyes.
But it would be with eyes open. Frankly the same would be true for Payet too.
